Time and time again, Hannarong Yaolawers realized that rural communities in Thailand discover the negative impacts of large-scale dams and reservoirs only after their construction is underway. These large infrastructure projects often cause harm to their local environment, community integrity and income sources. Today, Hannarong leads a movement that places local citizens at the forefront of wetland and water management in Thailand -- spurring environmental conservation and local economic development while demonstrating a powerful alternative to large-scale dams and reservoirs.
The New Idea:
Hannarong has established the first citizen-based efforts to restore, conserve and ensure sustainable use of wetlands in Thailand as an alternative to large-scale dams and reservoirs. By working with beneficiaries of wetlands -- fishermen, clam diggers, and shrimp farmers, for example -- to identify the economic potential of conservation, Hannarong’s work creates incentives for conservation while providing an economic opportunity for local communities. This participatory approach offers a win-win situation for communities and government officials, who have been in long-standing conflict about the appropriate solution to water management. In addition, Hannarong teaches the Thai public that wetlands are environmental and economic powerhouses, and is leading the establishment of national policies that regulate construction in these areas.
Hannarong has set up participatory models of small-scale water management across 15 watersheds in Thailand, demonstrating the power of his idea. Through leading new partnerships between government agencies, academics and citizen groups, Hannarong has successfully changed national policies. He has helped to establish the first national protocols for wetland areas which greatly limit construction in these critical environments.
